The former leader of Local 98 of the International Brotherhood of Electrical Workers, Dougherty was known as a gregarious and chatty political player, with influence from City Hall to Harrisburg. And some of those traits were evident during Monday’s hearing, including the fact that one of the spectators in a crowded gallery was his brother, Pennsylvania Supreme Court Justice Kevin Dougherty. John Dougherty’s testimony was also reminiscent of the freewheeling style he displayed before he was incarcerated. He delivered long anecdotes about his wife’s condition, which dates back to 1999, and described ways in which he sought to care for her, including by living with her at rehabilitation facilities for years before his federal indictment.

The feds also agreed to turn over a separate quantity of cash totaling $1,100, as well as a laptop and a cellphone seized during his 2016 arrest by federal agents for accepting bribe money. But one item Seabrook will not be getting back is the designer handbag he accepted stuffed with thousands of dollars in bribe money.

But in 2019, Cullerton was charged in a 41-count federal embezzlement and conspiracy indictment related to an alleged scam where he received payments from a Chicago labor union for little to no work. Cullerton was accused of receiving more than $274,000 in payments and benefits from Teamsters Joint Council 25 for being a purported union organizer. The indictment alleged Cullerton routinely did not show up for work with the union after he landed the lucrative gig from former Teamsters Joint Council 25 President John Coli Sr., who pleaded guilty to federal extortion and tax fraud charges in 2019.
