MICHIGAN: Independent Contractor Restrictions, New Wage Mandates Advance in Senate Proposal
May 18, 2025 // Senate Bills 6 and 7 would reshape employment laws in Michigan by adding problematic and onerous new “wage transparency” mandates and penalties on ALL employers and industries. Although the Senate Labor Committee limited the California-style independent contractor test to the construction industry (NAICS Sector 23), the change will significantly hinder the industry’s ability to use contractors and subcontractors — including business-to-business relationships — ultimately driving up costs across the board.
Michigan Senate bills would revive dues skim for home health workers
March 19, 2024 // Senate Bill 790, which was submitted Thursday by Sen. Kevin Hertel, D-St. Clair Shores. Officially, the 15-page bill says it would create the Home Health Caregiver Council, a seven-member board that would oversee issues involving those workers. The council would set compensation rates and issue checks for home health workers. It would also be authorized to deduct union fees. Under the previous iteration of dues skim, the Service Employees International Union pulled in about $34 million between November 2006 and February 2013.

Michigan Senate votes to force public employers to give unions workers’ contact info
June 9, 2023 // The Democratic-controlled Michigan Senate voted Thursday to require public employers, like state agencies and schools, to provide personal contact information of workers to labor unions who represent them in negotiations. The proposal passed along party lines in a vote of 20-18. Democrats in the majority said the measure was needed to ensure unions had the ability to help employees. But minority Republicans contended the change could lead to harassment, and, they said, the intent was to give a "handout" to labor organizations who supported Democratic lawmakers' campaigns.
Michigan: House Democrats introduce plan to offer tax credits for union dues

Vincent Vernuccio is a senior fellow with the Mackinac Center for Public Policy and president of the Institute for the American Worker. “The award for worst new labor giveaway goes to House Bill 4235," Vernuccio told The Center Square. "The bill would force Michigan taxpayers to pay government union dues. The bill gives a full tax credit for government union dues to public employees. This is not to be confused with a tax deduction. "This means that if a public employee pays $1,000 in dues, the state, courtesy of Michigan taxpayers, we'll take $1,000 off of their taxes. If they don't owe $1,000 in taxes the state will simply write them a check for the difference. No other state has gone this far and worse there's no cap on either the amount the state will pay or how much someone will get back. Unions could theoretically raise dues to $20,000 and the state would pay it."
