Harris County becomes first in Texas to allow employees to organize with new ‘consultation policy’
March 19, 2026 // Harris County commissioners voted 3-1 Thursday to let many county workers choose a labor organization to advocate for workplace policy changes, elevate grievances and make recommendations to Commissioners Court. The "employee consultation policy" does not permit employees to engage in collective bargaining, which state law blocks most government employees in Texas from doing. Government employees in Texas cannot strike.

December 18, 2024 // They also noted that they were essentially the last remaining city department not unionized, as most city employees are members of either the American Federation of State, County and Municipal Employees, or part of police or firefighter unions. Yet, it took nearly 20 months to reach Monday's vote because of hurdles that union leaders didn't expect when the process started. Brad Asay, vice president of the Utah AFL-CIO, which has helped employees seek unionization, said the effort was complicated because of Salt Lake City's unique structure. The city's library system is independently governed, but its budget is approved by the City Council every year.
Howard County public library employees vote to form union
February 20, 2024 // The union will represent more than 200 Howard County public library employees across the system’s seven branches. Library employees formed the union so they could have a voice in the decision-making process, receive fair wages and have better job protection, reasonable schedules, adequate staffing, paths to promotion and a safe work environment, according to an AFSCME news release.
