    May 21, 2025 // There are stipulations in the new bill: an employee with compensation exceeding $160,000 in the prior tax year would not be eligible to claim the new tax deduction for tips. The bill is limited to cash tips received by occupations that are customarily tipped. "Tipped occupations" are jobs where tips are common in the U.S., such as waiters, waitresses and professionals providing beauty services like barbering, hair care, nail care, esthetics, body and spa treatments.

    April 28, 2025 // Congress also should go beyond redistribution and reform ESI to slow premium growth in future years. While ESI has many positive characteristics, individual employers struggle to control costs. Even large employers lack the scale to change how medical services are delivered to patients, and many companies do not want to upset their workers with more restrictive health coverage than is the norm among their competitors. The solution to this collective action problem is to establish rules for all ESI plans that push the entire market toward more cost discipline. For instance, ESI coverage should incentivize strong price competition by sharing savings with plan enrollees who select lower-priced suppliers of services. Employers also should offer to their workers at least one health plan which meets strict criteria for high-quality and low-cost care.

They are also ineligible for paid family or medical leave. In 2022, the proportion of self-employed adults lacking health insurance (18 percent) was substantially higher than that among all working-age adults (12 percent). These disparities result to some extent from tax policy. For the best part of a century, businesses have provided health insurance, pensions, and other fringe benefits to employees with pretax dollars—perks that self-employed workers did not enjoy.
