    West Yarmouth Man Pleads Guilty to Stealing Funds from Labor Union

    January 19, 2026 // Between May 2020 and May 2025, Mattoon embezzled funds from the Barnstable Massachusetts Department of Public Works Employees Local Number 3003 of the American Federation of State, County and Municipal Employees, AFL-CIO. Mattoon was an officer of the labor union at the time. The charge of embezzlement from a labor union provides for a sentence of up to five years in prison, three years of supervised release and a fine of $250,000. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

    Union Ex-President Arrested on Theft and Wire Fraud Charges

    December 1, 2025 // Between 2003 and 2023, Carbone served as the president of United Federation of College Teachers Local 1460, the union representing faculty members at the Pratt Institute in Brooklyn, New York. As alleged in the indictment, Carbone stole over $290,000 from the Local between 2011 and 2023, when he was voted out of office. Carbone used the money for his personal expenses, restaurants and travel, and buying and renovating a property in Athens.

    Former Officer Pleads Guilty to Embezzling More than $30,000 from DC Department of Corrections Union

    November 3, 2024 // As part of his guilty plea, Parker admitted that he misappropriated more than $30,000 of union funds to pay for unofficial travel, lodging, and entertainment for him and his friends. For example, he spent more than $7,000 on a trip to New York city for his friends and him, including $4,000 on rooms and expenses at a Times Square hotel, more than $370 on tickets to a New York Knicks game, and an additional $616 on tickets to Summer: The Donna Summer Musical. He also spent more than $2,000 in union funds to purchase four tickets to a Diana Ross concert in North Bethesda, Maryland. The Honorable Rudolph Contreras, who accepted Parker’s guilty plea, scheduled sentencing for March 6, 2025.

    Former Union President Admits Filing False Report to Hide Embezzlement; Agrees to Repay Union $36,000

    June 21, 2023 // Felix Luciano, the former President of Local 2805 chapter of the American Federation of Government Employees and former Department of Homeland Security officer, pleaded guilty in federal court today, admitting he filed a false report to conceal his embezzlement of thousands of dollars in union dues. Local 2805 is a labor union which represents Department of Homeland Security, Immigration and Customs Enforcement employees in San Diego and Imperial Counties. Additionally, Luciano agreed to pay a $10,000 fine and repay Local 2805 $36,000 as money that he embezzled. According to court records, Luciano was president of Local 2805. From January of 2016 to December of 2018, Luciano used some of Local 2805’s money for a variety of personal expenses, including shopping, travel reimbursements, groceries, dining, dry cleaning, and paying for non-union accounts. He did this by writing checks from Local 2805’s checking account and using Local 2805’s debit and credit cards to directly pay personal expenses. As a result of Luciano’s actions, he caused a total loss of $36,000 to Local 2805.
