Argentieri, head of the Justice Department’s Criminal Division.
Allentown police union passes preliminary ‘no confidence’ vote in chief
August 13, 2024 // Allentown Police held a vote of "no confidence" in Chief Charles Roca. According to a source connected to City Hall, a preliminary vote was passed Tuesday. 69 News reached out to Fraternal Order of Police President Dave Benner, who confirmed a vote by the full union membership will take place electronically next week. The vote comes on the heels of a whistleblower lawsuit filed by two officers claiming corruption, misconduct and a culture of secrecy in the department.

In part, that’s because union membership plummeted after the McClellan Committee exposed the extent of labor racketeering. At its zenith in the mid-1950s, union membership comprised one-third of the labor force, but now union members only represent approximately 10 percent of American workers.

July 1, 2024 // Oakland Mayor Sheng Thao’s home was raided by the FBI last week as were two other homes owned by members of the Duong family. The Duongs own California Waste Solutions, a company that has a billion-dollar contract with the city. Thao is reported to have traveled to Vietnam at the Duong family’s expense last year. Since the raid, Thao’s lawyer and communications director both quit and her former chief of staff called on her to resign. Thao refuses to leave office, however, claiming that she is completely innocent and the victim of “right-winged forces” that are trying to take her down. Thao’s political troubles did not start with the raid. Thanks to rising crime, a weak economy, and a huge budget deficit, Thao was already facing a recall election set for this November. As bad as Thao has been in office, though, there still is a good chance she will hang on to power.

Former Local 98 President Brian Burrows Sentenced to Four Years in Prison for Embezzlement of Union Funds, Filing False Government Reports, and Tax Fraud
June 28, 2024 // United States Attorney Jacqueline C. Romero announced that Brian Burrows, 64, of Mount Laurel, NJ, was sentenced today by United States District Court Judge Jeffrey L. Schmehl to 48 months’ imprisonment, three years of supervised release, forfeiture of $135,689.11, an $1,800 special assessment, and restitution to be determined later, for crimes arising from his embezzlement of funds belonging to Local 98 of the International Brotherhood of Electrical Workers (“Local 98”). Burrows had served as the President of Local 98 since 2008. The only person who held a higher office in the union was his codefendant, Business Manager John Dougherty.
Former Scranton Police Officer And Police Union President Sentenced To Imprisonment For Federal Program Fraud In Connection With Overtime Patrol Shifts At Scranton Area Housing Complexes
June 7, 2024 // The United States Attorney’s Office for the Middle District of Pennsylvania announced today that Paul Helring, age 48, a former Scranton police officer and the former elected police union president, was sentenced on June 4, 2024, by United States District Court Judge Robert D. Mariani to 6 months’ imprisonment and a 2-year term of supervised release for the offense of Theft Concerning Programs Receiving Federal Funds. According to the United States Attorney’s Office, from approximately March 2021 to May 2022, while serving as the coordinator of Scranton Police Department’s extra duty overtime program, Helring knowingly obtained by fraud over $5,000.00 in compensation that was paid to him for certain extra duty patrol shifts at local, Scranton-area, lower-income housing complexes that Helring claimed to work but did not in fact work. In all, the investigation found a total of 526 hours that Helring claimed to work patrolling the complexes but that he did not actually work. At his sentencing, Helring was ordered to pay restitution in the amount of $17,831.40 and to pay a fine of $5000.00. He was also ordered to complete 100 hours of community service as a condition of his supervised release.

Pennsylvania Officials Charge Two in Scheme to Divert Union Funds
May 15, 2024 // Woods, 39, who held a position as an executive officer within District 1199C of the National Union of Hospital and Healthcare Employees, is accused of approving union payments to Hardy’s unlicensed construction company under false pretenses. According to the investigation conducted by the Office of Attorney General and the Federal Bureau of Investigation, the duo misled the union’s executive board with fabricated bids from other companies to inflate the price paid for bar renovations at the union’s premises. Subsequently, a significant portion of these payments were funneled to Hardy’s political consulting firm, purportedly to support political activities ahead of the 2019 Democratic Primary election. The grand jury’s investigation led to recommendations for charges against both men, including participation in corrupt organizations, theft, and forgery. Hardy, 51, alongside Woods, faces accusations of circumventing Pennsylvania campaign finance laws and federal union reporting regulations.
Funds pour into Anaheim Councilwoman Natalie Rubalcava recall election
May 2, 2024 // On Jan. 30, Unite Here Local 11, a union that represents hotel workers in Anaheim, chipped in $30,000 through its own PAC in seeking Rubalcava’s ouster but hasn’t reported any new contributions since council members scheduled the recall election during a February council meeting. The union sponsored a petition against Rubalcava before getting the recall qualified on the ballot.

FBI investigating possible ‘public corruption’ between Chandler councilmember, police union
February 8, 2024 // The email was from former Chandler Police Chief Sean Duggan informing City Manager Joshua Wright the investigation was regarding Chandler Law Enforcement Association president Officer Michael Collins and city councilmember Jane Poston. In the email, Duggan told Wright, “Information was uncovered indicating Collins and Poston may have committed violations of federal law and as such, an active public corruption criminal investigation is underway.”
