Gov’t Seeks 6-Month Sentence for IUOE Ex-Prez in DOL Forms Cas
May 16, 2025 // Federal prosecutors have requested a six-month prison sentence for James Callahan, former president of the International Union of Operating Engineers (IUOE), after he pled guilty to failing to disclose $315,000 worth of event tickets and additional benefits in his annual reports to the U.S. Department of Labor (DOL). Callahan, who served as IUOE’s general president from 2011 until his resignation in January, submitted false statements in LM-30 reports, which union officers are required to file to disclose potential conflicts of interest between their personal finances and their duties to the union and its members.

IBEW Local 98 fined $25,000 for Dougherty lobbying
February 24, 2025 // Prosecutors alleged Henon, who worked as the union’s political director while also serving on City Council, was essentially on retainer to the union leader, using his council position to help Dougherty attack rivals in other unions and pressure large companies to hire union electricians. In November 2021, they were convicted on the majority of counts they faced. The jury found both men guilty of conspiracy and honest services fraud and Henon guilty of bribery.

Ex-Philly labor leader John Dougherty found guilty in embezzlement trial
December 7, 2023 // Former Philadelphia labor leader John "Johnny Doc" Dougherty and his co-defendant Brian Burrows were found guilty on multiple counts in their federal embezzlement trial. Federal prosecutors had alleged that Dougherty -- the former business manager of IBEW Local 98 and the Philadelphia Building and Construction Trades Council -- spent the money on home renovations, meals, concerts and groceries for himself and his family and friends.

"Thanks to LEEBA, we have one of the worst-paid police departments in the entire state of New York and we lack proper retirement benefits. LEEBA is supposed to serve their members, but both contracts that LEEBA signed did not meet their members’ needs." Labor unions are supposed to have one simple function: represent their workers during negotiations with management and try to get the best deal possible. Kenneth Wynder and his cronies are unfortunately just the latest in a long tradition of union bosses who decided to make enriching themselves their No. 1 priority.
