    June 4, 2026 // Schultz said the reorganization plan would shutter some facilities that have fallen into disrepair, and that it would “facilitate research and researchers over maintaining facilities and facility managers.” The spokesperson said the agency is carrying out it reorganziation to address a $3 billion maintenance backlog for its facilities and a $37 million year-over-year decrease in its budget to maintain those facilities. “We also owe the American people an agency that is effective and respectful of their hard-earned tax dollars, and that’s why we’re choosing to invest in our mission and our people instead of facilities we can’t afford,” the spokesperson said.

    House Panel Approves Bills Favorable to Management, Restrictive of Unions

    March 27, 2025 // The House Oversight and Government Reform Committee has passed a bill (HR-2249) to allow an incoming President to disavow any existing collective bargaining agreements with unions representing federal employees. This bill would also make unenforceable a contract provision that the President consider or an agency considers in conflict with a newly issued executive order or presidential memorandum, or agency guidance to carry one out.

    January 17, 2025 // Rachel Greszler, a visiting fellow at the conservative Economic Policy Innovation Center and a former Heritage Foundation and Project 2025 contributor, described actions like the Social Security-AFGE telework contract update as an effort to “Trump-proof” agency workforces and suggested Congress should pass legislation allowing presidents to reopen collective bargaining agreements upon assuming office. And they should ban official time, the practice by which agencies agree to pay union officials their normal salary for time spent on representational duties, like in collective bargaining negotiations or representing employees during grievances or disciplinary hearings.
