Biden to Congress: Intervene in labor dispute, avert rail strike that would ‘devastate’ US
November 29, 2022 // With a Dec. 9 strike deadline fast approaching, Biden urged Congress to adopt "without any modifications or delay" an agreement brokered by the White House in September between labor unions and rail operators. Four of the 12 unions have voted to reject the five-year agreement, which was intended to avoid a shutdown of the nation's freight rail system. "A rail shutdown would devastate our economy," Biden said in a statement. "Without freight rail, many U.S. industries would shut down. My economic advisors report that as many as 765,000 Americans – many union workers themselves – could be put out of work in the first two weeks alone. Communities could lose access to chemicals necessary to ensure clean drinking water. Farms and ranches across the country could be unable to feed their livestock."

October 28, 2022 // Businesses are increasingly worried about the renewed threat of a railroad strike after two unions rejected their deals, and they want the Biden administration and Congress to be ready to intervene. A coalition of 322 business groups from a variety of industries signed off on a letter to President Joe Biden Thursday urging him to make sure the deals he helped broker last month get approved because a railroad strike would have dire consequences for the economy. All 12 rail unions must approve their agreements to prevent a strike next month.

October 11, 2022 // While four of the dozen rail unions have thus far ratified, if the members of any union fail to agree to the terms, all 12 unions will go on strike, the AP reported. By rejecting the deal, the BMWED will return to negotiations with railways, entering a “status quo” period where unions cannot strike until Nov. 19, five days after Congress reconvenes, the BWMED stated.

October 6, 2022 // Both BLET and SMART-TD said last Thursday that they finally reached a tentative agreement with the railroads, and that agreement will be sent to union members in the coming weeks for approval. The Association of American Railroads estimated that a strike would have cost the U.S. economy as much as $2 billion a day. Shippers lobbied Congress to ensure that the tentative labor deals were reached to prevent a strike.

That would put the average pay for a rail worker at $110,000 per year by the end of the agreement, not counting benefits. About 10 of the 15 unions have taken the deal, but two of the large ones Sheet Metal Air Rail Transportation and the Teamsters Brotherhood of Locomotive Engineers and Trainmen have balked. They represent an estimated 66,000 workers and are demanding better sick leave and attendance policies.

August 22, 2022 // Both sides have 30 days to negotiate a new contract before federal law would allow a strike or lockout, but even if they can’t reach an agreement Congress is likely to intervene to prevent a strike that would disrupt the flow of goods across all sectors of the economy. The unions were still reviewing the 124-page report Wednesday — one day after it was issued — and didn’t immediately comment on the details. But individual railroad workers commenting about the report on Twitter said it didn’t do enough to address their concerns about restrictive attendance policies that make it hard to take days off and demanding working conditions after thousands of jobs have been cut in recent years.
