White House seeks data on federal staffers’ union work, raising alarms
March 4, 2025 // Legislation passed by Congress in 1978 grants federal government employees designated paid time during work hours — known as “official time” — to engage in certain union matters related to labor-management activities, such as bargaining contracts, filing grievance proceedings and holding workplace safety trainings. A federal worker, for example, may be allowed to use paid work time to represent an employee who is getting disciplined or fired. Official time is not allocated for union-specific business, such as union drives or elections.

Workers who agree with union spending can support their unions wholeheartedly, while those who do not are free to decline membership and can negotiate their job requirements directly with their employer. The difference now is that these unions will no longer have a monopoly in representing public employees, including Utah public employees who did not want the representation in the first place.

January 17, 2025 // After the last official report was compiled in 2019, the OPM stopped reporting the hours and costs involved in union-related “official time” despite repeated calls from House Education and Workforce Committee Chairwoman Virginia Foxx for President Trump’s 2018 Executive Order to be honored. Pushback continued in 2023 when Sen. Marsha Blackburn (R-Tenn.) directed a letter to the OPM querying why the website reporting page went missing in July of that year, only to be told the site was undergoing “maintenance”. In March of last year, Sen. Joni Ernst (R-Iowa) introduced legislation entitled the Taxpayer-Funded Union Time Transparency Act which called on a return to reporting on the part of the OPM regarding time spent on collective bargaining. In August, Sen. Mike Lee (R-Utah) introduced a bill entitled the No Union Time on the Taxpayer’s Dime Act to curtail union activities by federal employees during work hours. All these attempts to increase transparency for taxpayers were roadblocked by Democrats in Congress and even now, the site still has not re-emerged – making I4AW’s report even more critical.

But for too long, the influence of those public employee unions has been less about negotiating raises and sick leave and more about funneling taxpayer dollars and volunteers toward partisan political activity that almost exclusively benefits the Left. Government unions should re-focus their energy and resources on their intended purpose: working on behalf of public-sector employees so those workers can do the job the American people hired them to do.
