    Op-ed: As unions fight reform, Trump should assert executive power

    February 26, 2025 // Unfortunately, for decades, unions and their collective bargaining agreements have hamstrung presidents and the people they’ve chosen to run federal departments and agencies in all the wrong ways. Under a bill President Carter signed in 1978, the president cannot simply reject a proposed union agreement but must go before the Federal Service Impasses Panel, or arbitrator that can make him accept terms he doesn’t want. Also, union agreements prevent incompetent or unethical employees protected by a union from being fired or even having negative notes placed in their files without notice and an opportunity to bring grievance proceedings, where unions will back even the least deserving member to the hilt.

    Federal worker union shifts presidential endorsements to Harris

    July 31, 2024 // The American Federation of Government Employees was the first federal employee union to officially endorse Harris, noting that the vote by the union’s National Executive Council was “unanimous.” Couched as a “reaffirmation” of the union’s previous endorsement of Biden last summer. AFGE touted Harris’ work as a senator to protect federal employees at the start of the COVID-19 pandemic, as well as her tenure as co-chairwoman of the White House Task Force on Worker Organizing and Empowerment, a panel convened by Biden as part of his effort to strengthen labor unions in both government and the private sector.

    Union calls for FDIC to ‘follow the law’ after pivot on return-to-office plans

    June 28, 2024 // When hammering out return-to-office plans, like many other federal agencies, FDIC had initially planned to require employees to report to the office three days per week beginning later this summer. But late last week, FDIC instead pivoted and announced that employees will have to come into the office just two days per week starting on July 15, FDIC confirmed to Federal News Network. Once implemented, the new telework arrangements will remain in effect until further notice. Although the in-office requirements are lower than initially expected, the National Treasury Employees Union, which represents FDIC employees, is pushing the agency’s leadership to return to the drawing board. Vivian Hwa, president of NTEU Chapter 207, is calling for the agency to continue working to resolve the already monthslong bargaining dispute over telework, rather than move forward with the announced changes. Months prior to making its return-to-office announcement, FDIC had opened negotiations over the telework provision included in its collective bargaining agreement with NTEU. During those negotiations, FDIC proposed its initial three-days-per-week policy.

    State of the Unions: A New Normal

    January 23, 2023 // Agencies and unions alike are likely to encounter more resistance to expanded telework and other workplace flexibilities from the newly divided Congress. House Oversight and Accountability Committee Chairman James Comer, R-Ky., announced last week that he has introduced legislation that would require agencies to revert to pre-pandemic telework policies as well as a study about how telework impacted government services and productivity. In addition to rolling back Trump-era policies targeting union activity in the federal government, the White House has recommended a number of measures to make it easier for federal employee unions to communicate with workers they represent, as well as expand into agencies whose workforces have historically remained unorganized.
