September 4, 2025 // Today, only 6 percent of private sector workers are union members. Virtually the only unions that are growing are public sector unions — such as the teachers’ unions. Today, more than one in three government workers in the U.S. belongs to a union. But over 85 percent of those work at the state and local level — not in the federal government. That makes it vital for states to follow President Trump’s lead — along with that of states like Wisconsin — and end collective bargaining for their public employees.

August 27, 2025 // In FY24, the following VA employees were on taxpayer-funded union time, performing work for unions instead of providing care for Veterans: More than 1,000 VA employees in direct patient-care roles. Six registered nurses who collectively earned nearly $1.2 million per year in wages and benefits. Five attorneys who collectively earned $1.25 million per year. Four pharmacists who collectively earned more than $700,000 per year. One physician’s assistant who earned $225,000 per year. One Veterans claims examiner who earned $190,000 per year.

August 7, 2025 // Veterans Affairs leaders on Wednesday announced plans to terminate nearly all of its collective bargaining contracts with federal unions, upending employment agreements for hundreds of thousands of department workers. The move affects members of the American Federation of Government Employees, the AFL-CIO (AFGE), the National Association of Government Employees (NAGE), the National Federation of Federal Employees (NFFE), the National Nurses Organizing Committee/National Nurses United (NNOC/NNU) and the Service Employees International Union (SEIU).

June 2, 2025 // “They’re left negotiating for tedious things that are of zero or negative benefit to taxpayers,” Rachel Greszler, a senior research fellow on workforce and public finance at the Heritage Foundation, previously explained to The Post. “This includes things like the height of cubicle panels, securing designated smoking areas on otherwise smoke-free campuses, and the right to wear Spandex at work.” In 2023, there were 43 employees at NASA who logged in taxpayer-funded union time, with about 6,588.5 hours of union work done that year. By 2024, that jumped to 49, with 8,780.25 union work done, according to the new data.

May 27, 2025 // Strikes, slowdowns, sickouts—workers have many ways to withhold their labor to protest injustice in the workplace. Federal employees have no legal right to strike, which is why they have generally avoided this tactic. The last time there was a major strike by federal workers was in 1981. President Ronald Reagan crushed the strike by firing and replacing air traffic controllers who walked off the job, a moment widely viewed as the beginning of the labor movement’s decline. But there is much that separates the strike under Reagan from what federal workers face today under Trump. Reagan had both public sentiment and the law behind him when he fired over 11,000 federal workers.

Backgrounder: Executive Order: Exclusions from Federal Labor-Management Relations Programs
March 31, 2025 // The practice of “official time” is when unionized federal employees perform union-related activities, rather than their actual public service duties, while being paid by taxpayers. The Federal Unions EO requires that agencies, upon termination of an applicable collective bargaining agreement, reassign any workers who performed “official time” to positions where they perform solely agency business. It also contains language regarding existing grievance proceedings and allows for the head of each agency to submit a report to the President within 30 days highlighting any agency subdivisions that were not covered but should have been covered under the Federal Unions EO.

Trump signs executive order to end collective bargaining at agencies involved with national security
March 27, 2025 // President Donald Trump moved Thursday to end collective bargaining with federal labor unions in agencies with national security missions across the federal government, citing authority granted him under a 1978 law. The order, signed without public fanfare and announced late Thursday, appears to touch most of the federal government. Affected agencies include the Departments of State, Defense, Veterans Affairs, Energy, Health and Human Services, Treasury, Justice and Commerce and the part of Homeland Security responsible for border security.
White House seeks data on federal staffers’ union work, raising alarms
March 4, 2025 // Legislation passed by Congress in 1978 grants federal government employees designated paid time during work hours — known as “official time” — to engage in certain union matters related to labor-management activities, such as bargaining contracts, filing grievance proceedings and holding workplace safety trainings. A federal worker, for example, may be allowed to use paid work time to represent an employee who is getting disciplined or fired. Official time is not allocated for union-specific business, such as union drives or elections.
