US agencies shrink layoff plans after mass staff exodus
July 16, 2025 // This is the latest example of the Trump administration walking back announcements to cut federal workers, after more aggressively pursuing staff reductions earlier this year. The Department of Veterans Affairs said in July that it would reduce staff by about 30,000 people rather than 80,000. Upon taking office in January, President Donald Trump launched a campaign to overhaul the 2.3 million-strong federal civilian workforce, led by billionaire Elon Musk and his Department of Government Efficiency. By late April, about 100 days into the effort, the government overhaul had resulted in the firing, resignations and early retirements of 260,000 civil servants, according to a Reuters tally.

July 8, 2025 // If the main harm the unions are pointing out relates mainly to their own budget problems instead of the rights that they help negotiate for employees, such as working conditions or quick turnarounds for a scheduling perspective or other protections. Their argument seems short sighted and seems to miss the broader point of what the union’s job is.
OPM calls for quicker firings, more stringent performance standards

So is there going to be investment to try to make happen what they’re proposing?” The former HR official said the plan to reduce performance improvement plans to 30 days belies the overall memo as a “red herring.” “If you can’t articulate why someone’s failing and you only give them 30 days to show that they’re no longer failing, it becomes a procedural widget to sustain a termination,” they said. “[And] the Trump administration has done such a thorough job in the last five months cutting the balls off of unions—which is a mistake, because they help provide due process—and the Merit Systems Protection Board, the [Equal Employment Opportunity Commission] and [Office of Special Counsel], it’s going to be hard for current employees under these constraints to win anything.”
Trump accelerates push to reward loyalty in federal workforce
June 16, 2025 // Vinnie Vernuccio, president of the Institute for the American Worker and member of the transition team for the labor department in Trump’s first term, said that it is costly and time-consuming to try to fire workers, and a new rule to reclassify policy-related positions would make it easier for the administration to ensure their reforms aren’t hindered. “These career employees could throw sand in the gears for policies they don’t like,” Vernuccio said. Vernuccio added that the rule change would affect only career federal employees in policymaking roles, which OPM has estimated is about 50,000 positions, or about two percent of the Federal civilian workforce. “The sky is not going to fall,” Vernuccio said.

June 2, 2025 // “They’re left negotiating for tedious things that are of zero or negative benefit to taxpayers,” Rachel Greszler, a senior research fellow on workforce and public finance at the Heritage Foundation, previously explained to The Post. “This includes things like the height of cubicle panels, securing designated smoking areas on otherwise smoke-free campuses, and the right to wear Spandex at work.” In 2023, there were 43 employees at NASA who logged in taxpayer-funded union time, with about 6,588.5 hours of union work done that year. By 2024, that jumped to 49, with 8,780.25 union work done, according to the new data.
Goldwater Backs Proposal to Rein in Federal Bureaucracy
June 1, 2025 // Goldwater Institute submitted a formal public comment to the Office of Personnel Management (OPM) in support of a Trump Administration proposal to reclassify thousands of federal employees with policy-influencing roles to at-will employment status. The Institute’s comment makes clear that this is an encouraging step forward to ensure accountability in government, and when necessary, rein in abuses in the federal bureaucracy. States like Arizona, Georgia, Kansas, Texas, Utah, and Florida have classified state workers as at-will employees for years. As the Institute noted in its letter, “oversight and accountability are central features of efficient management practices for government employees,” both at the state and federal levels.
A ‘War’ on the Civil Service or Controlling a Powerful Union Political Machine?
May 17, 2025 // Fed unions remain unable to strike — enforced by President Reagan’s firing striking air-traffic controllers — so unions became powerful in more subtle ways. A study by the Institute for the American Worker documents how Federal government unionization works today. “Generally, federal employees are not permitted to strike, and their unions are limited in what conditions of employment they may bargain over.” Management rights and other matters “specifically provided” for by federal statute are still not bargainable. “This includes pay, health insurance, retirement, and certain workplace insurance (e.g., workers’ compensation, unemployment insurance), among other benefits.” The study continues,

May 13, 2025 // “The OPM audit report found that experienced, rank and file ATF HR employees were passed over for career advancements and promotions because ATF assigned unqualified, inexperienced special agents to these leadership roles within [the ATF Office of Human Resources and Professional Development] and paid them more for doing similar work,” the senators wrote. They also noted that the scheme cost taxpayers millions of dollars.
