The administration has developed rules to have federal employees sign nondisclosure agreements, extend suitability standards, end certain layoff protections, cap performance ratings and weaken safeguards for probationary workers. Office of Personnel Management Director Scott Kupor told reporters the administration needs people in policy-making positions willing to carry out the president’s directives. It doesn’t matter what political views those federal employees may have, he said. “But if you allow those views to basically interfere with your willingness to actually carry out lawful orders and policy directives of the administration, then this provides a mechanism, obviously, for people in those agencies to be able to be removed effectively at will,” Kupor said.

    June 6, 2026 // An executive order signed by Trump on Wednesday seeks to move those workers into the new class, saying they would be “exempted from the adverse action procedures that make removals for poor performance or misconduct so difficult.” “Consequently, employees with significant policy-making responsibilities can stay in their jobs for years even if they perform poorly, engage in misconduct, or are unwilling to advance Presidential policy across administrations, making their agencies less capable of delivering for the American people,” the White House wrote in a fact sheet describing those now in the schedule as having “at-will positions.”

The survey results showed that 83% of supporters of the Trump administration’s cuts agreed that having an expert and non-political federal workforce was “critical” to the country’s wellbeing.

    Trump creates ‘Schedule G’ to add more political appointees to agencies top ranks

    July 21, 2025 // The order is the latest in Trump’s effort to establish a tighter grip on the executive branch and its actions. He has already created Schedule Policy/Career, formerly known as Schedule F, which is similarly defined to Schedule G but reserved for career civil servants. Agencies are in the process of determining who qualifies for conversion to Schedule Policy/Career and those employees will become easier to fire for any reason. “President Trump believes creating non-career Schedule G positions will enhance government efficiency and accountability and improve services provided to taxpayers by increasing the horsepower for agency implementation of administration policy,” the White House said in a fact sheet accompanying the order.

    New Trump civil-service reform rule nearer to going into effect

    May 7, 2025 // According to former Department of Labor official Vincent Vernuccio, who is now president of the labor nonprofit Institute for the American Worker, OPM may amend the rule or issue it as it’s proposed, which could happen within the next few weeks or months. “So, you’re talking about 50,000 federal employees—about 2% of the workforce who will become ‘at will’,” Mr. Vernuccio said. “These are still career employees,” he said. “They still have protections. They’re not changing that. It’s just that if they are in a policy-influencing position, they’re ‘at will’, and they can be removed if they’re throwing sand in gears of policy.” He added, “And if they simply don’t want to do their jobs and they don’t want to implement the policies that the people’s duly elected representatives have implemented, they can be removed.”

    Backgrounder: Trump Civil Service Reform Proposed Rule

    April 27, 2025 // On April 23, 2025, OPM proposed a new rule to improve accountability for federal career employees, especially those in policy roles. The rule implements President Trump’s Executive Order 14171, which he signed on his first day in office. Executive Order 14171 explicitly directed OPM to render civil service regulations implemented during the Biden administration inoperative, citing the President’s authority to manage the executive branch. Among other things, the rule would create a new job category called Schedule Policy/Career in the excepted service for policy-influencing positions, making them at-will employees and, therefore, meaningfully accountable for their performance and conduct.
