April 18, 2025 // Last December, a bombshell report from Ernst’s office found that a measly 6% of the federal workforce showed up “in-person on a full-time basis.” Almost one-third of federal workers were remote on a full-time basis at the time, marking a steep decline from the pre-pandemic era in which only 3% teleworked daily, according to the report. Ernst has clashed with the IRS repeatedly, including over watchdog findings last July that current and former workers owed $46 million to Uncle Sam in unpaid taxes. “This adds insult to injury to the fact that the agency is filled with tax cheats,” the Hawkeye State senator added, referring to the collective bargaining deal. “I have a laundry list of reforms to fix America’s least favorite government agency.”

Their failure to provide basic details about outsourcing makes us wonder what else the National Education Association is hiding,” NEA Staff Organization President Robin McLean said in a prepared statement. “For a public-service union that purports to oppose outsourcing members’ work, it is unconscionable that NEA would spend hundreds of millions of NEA member dues on contractors while union-busting and shrinking its staff unions.”
OPM reminds agencies of new telework reporting requirements
October 9, 2023 // Those transmissions followed a series of updates to OPM’s data requirements related to telework and remote work, issued last March, which included tracking instances in which employees log into their work remotely, as well as how many hours federal workers spend on telework. OPM Director Kiran Ahuja on Wednesday sent a memo to agency heads reminding them of these new requirements and offering some additional tips to help them comply. Beginning last month, agencies are now required to report to OPM on the number of remote work and telework agreements they have signed with employees. Additionally, agency supervisors and managers should periodically review employees’ eligibility to participate in telework as it is recorded in their HR or time and attendance software to ensure its accuracy, as well as to ensure that only those eligible to participate in the workplace flexibilities are actually doing so. Agencies should also ensure that employees “diligently” record their time on telework, and that they do so using the correct codes—situational or routine—within their time and attendance software. And supervisors should verify the accuracy of that data when approving timesheets, as well as ensure that employees’ usage of telework aligns with their telework agreements.
White House tells agencies to strike a balance between telework, in-office work
April 14, 2023 // “Today, the public is often dissatisfied with government services when compared against the private sector,” OMB said. “Agencies must ensure that all services, including public facing services, continue to meet and exceed customer expectations and needs.” Federal telework policy is up to each agency and based on individual situations. Agencies have the discretion to allow telework depending on their mission and business needs. The new guidance from the White House gained some early pushback. Federal unions and agency chief human capital officers were reportedly left out of the process of putting together the OMB memo.

Other barriers to re-employment were concerns about Covid, health concerns, Covid-related issues in their industry, or simply a greater reliance on others in the household, making it less critical to return to work. Moreover, three million adults retired early because of the pandemic. Almost half (48%) of those who lost their job said they leaned on pandemic stimulus payments to get by. Thirty-six percent said they used unemployment insurance benefits as a source of income and 29% utilized other government programs or incentives.
EEOC, federal employee union locked in dispute over return to work plans
May 13, 2022 // Workers at the Equal Employment Opportunity Commission will return to the office at least one day a week starting May 16. After a month, in-person work will go up to two days per week for EEOC employees. In response, the American Federation of Government Employees has filed an unfair labor practice complaint, saying that EEOC did not finish union negotiations before announcing the re-entry. The agency is using 2022 re-entry plans as a test run to inform changes to its in-person work policies for next year.
