    Backgrounder: Executive Order: Exclusions from Federal Labor-Management Relations Programs

    March 31, 2025 // The practice of “official time” is when unionized federal employees perform union-related activities, rather than their actual public service duties, while being paid by taxpayers. The Federal Unions EO requires that agencies, upon termination of an applicable collective bargaining agreement, reassign any workers who performed “official time” to positions where they perform solely agency business. It also contains language regarding existing grievance proceedings and allows for the head of each agency to submit a report to the President within 30 days highlighting any agency subdivisions that were not covered but should have been covered under the Federal Unions EO.

    Trump signs executive order to end collective bargaining at agencies involved with national security

    March 27, 2025 // President Donald Trump moved Thursday to end collective bargaining with federal labor unions in agencies with national security missions across the federal government, citing authority granted him under a 1978 law. The order, signed without public fanfare and announced late Thursday, appears to touch most of the federal government. Affected agencies include the Departments of State, Defense, Veterans Affairs, Energy, Health and Human Services, Treasury, Justice and Commerce and the part of Homeland Security responsible for border security.

    Agencies, unions tell fed workers: Don’t answer Musk’s threat email

    February 25, 2025 // "AFGE will challenge any unlawful terminations of our members and federal employees across the country," union president Everett Kelley said in a statement Saturday night. Kelley sent a letter to OPM acting director Charles Ezell on Sunday, demanding the email be withdrawn by that night. The AFGE also sent guidance to members Sunday saying they should respond if ordered to do so by their agencies.

    Proposed federal pay adjustment could boost wages for thousands of blue-collar feds

    October 9, 2024 // Geographically, based on the proposal, OPM’s regulations would give federal pay increases mainly to FWS employees working in Alabama, California, Maine, Maryland and Pennsylvania. In particular, the proposed regulations would most prominently impact federal employees working at three major military installations: Tobyhanna, Letterkenny and Anniston Army Depots. The challenges leading to the persistent federal pay disparities are two-fold. In some cases, there are differences between blue-collar FWS employees and white-collar GS employees. In other cases, there are pay disparities among FWS employees working within the same wage area, OPM explained.

    WIOA Reauthorization Draft Includes “Blacklisting” Provision, Violating Employers’ Due Process Rights

    July 3, 2024 // The blacklisting provision, if implemented, would bar employers from WIOA funding based on findings that are still subject to appeal. As a result, an employer may be denied funding even though a court may rule on appeal that the employer did not violate the law. Efforts to blacklist employers from federal initiatives and funding began under the Obama administration when it issued Executive Order 13673, “Fair Pay and Safe Workplaces,” in July 2014. The Executive Order called for the debarment or suspension of federal contractors from the federal procurement process for allegations of labor and employment law violations. A final rule and guidance implementing the Executive Order were issued in August 2016, but both were blocked from taking effect by the U.S. District Court for the Eastern District of Texas and by Congress via a Congressional Review Act (CRA) resolution.

    Behind the AI boom, an army of overseas workers in ‘digital sweatshops’

    August 31, 2023 // In the Philippines, one of the world’s biggest destinations for outsourced digital work, former employees say that at least 10,000 of these workers do this labor on a platform called Remotasks, which is owned by the $7 billion San Francisco start-up Scale AI. Scale AI has paid workers at extremely low rates, routinely delayed or withheld payments and provided few channels for workers to seek recourse, according to interviews with workers, internal company messages and payment records, and financial statements. Rights groups and labor researchers say Scale AI is among a number of American AI companies that have not abided by basic labor standards for their workers abroad.

    Union to Defense Chief: You Aren’t Using Your Own Employees Enough to Help Meet Global Threats

    April 4, 2023 // AFGE called on the Biden administration and Congress to align the Federal Wage System’s locality pay map with that of the General Schedule and advance legislation to improve Defense Department civilian police pay. elley called for the Biden administration to waive laws that AFGE claims favor non-competitive contracts, as well as reform the compensation of tens of thousands of underpaid Defense Department employees. Specifically, AFGE renewed its call for the Biden administration to align the locality pay map of employees on the Federal Wage System, commonly called wage grade workers, to that of the General Schedule. At issue is the fact that, unlike the General Schedule’s locality pay areas, which are tweaked on a nearly annual basis to account for changing regional costs of living and commuting patterns, the Federal Wage System’s map is still based mostly on a decades-old map of domestic military bases and other facilities.

    Federal Employee Union Membership is Up 20%

    March 29, 2023 // The task force asked federal agencies to foster collaborative relationships with their union partners, involve labor organizations in predecisional policy discussions, and remove barriers from unions trying to increase their membership or organize new bargaining units. The group recommended that the Office of Personnel Management instruct agencies to provide information on whether job openings are represented by unions and encourage agencies to provide unions more opportunities to communicate with new hires. In a blog post last week, the vice president’s office announced that just a year after agencies began implementing the task force’s recommendations, the initiative is already paying dividends: over the last year, nearly 80,000 federal employees have joined a union, increasing the total number of dues paying union members at federal agencies by 20%. And in the private sector, petitions for union representation increased 53% from fiscal 2021 to fiscal 2022, while overall union membership grew by 273,000 last year.
