Today, more than one in three government workers in the U.S. belongs to a union. But over 85 percent of those work at the state and local level — not in the federal government. That makes it vital for states to follow President Trump’s lead — along with that of states like Wisconsin — and end collective bargaining for their public employees.

March 18, 2025 // President Donald Trump’s administration is mandating federal agencies report how much they spent negotiating labor union contracts for the past year, a sign that collective bargaining agreements could be the next target in a government cost-cutting push. An Office of Personnel Management memo sent Monday directs federal agency heads to report the amount spent on the collective bargaining agreement process, including how much they paid their employees involved in the negotiations, fees for engaging in mediation or arbitration and the fair-market-value of the office space used for the talks.

Trump and many of his former staffers have frequently bemoaned that “rogue bureaucrats” inhibited his policymaking power during his first stint in the White House. Though President Biden quickly rescinded Schedule F when he took office in 2021—before any positions could be converted out of the federal government’s competitive service—that hasn’t stopped Trump and his allies from working on the initiative in absentia. Both the Heritage Foundation and America First Policy Institute, which have organized dueling unofficial transition projects have endorsed reviving Schedule F, going so far as to creating lists of upwards of 50,000 current career civil servants to strip of their removal protections and threaten with termination.

March 15, 2024 // President Joe Biden’s Office of Personnel Management (OPM) stopped reporting “taxpayer-funded union time,” or “official time,” which agencies use to pay federal employees to conduct activities on behalf of federal employee labor unions, not the agencies which employ them or U.S. taxpayers. In 2019, which is the last year for which data is available, OPM reported that union activities during official time cost taxpayers $135 million. Federal employees spent 2.6 million hours, or 296 years, working for their union instead of doing their agency jobs.

November 22, 2023 // The OPM, which oversees federal employment and recruiting, removed both the webpage and reports assembled over the past two decades analyzing how much taxpayer money is spent funding union activities. Additionally, OPM appears to have stopped assembling official time reports, which have historically been published every few years during the past four presidential administrations since 1998. "If federal employees are going to be legally permitted to engage in union work while on-the-clock, the very least taxpayers are owed is an accurate accounting of the associated costs," Maxford Nelsen, the director of research and government affairs at free market think tank Freedom Foundation, told Fox News Digital.
