March 20, 2025 // The Federal Mediation and Conciliation Service (FMCS) occupied a nine-story office tower on D.C.’s K Street for only 60 employees, many of whom actually worked from home, prior to the pandemic. Its managers had luxury suites with full bathrooms; one manager would often be “in the shower” when she was needed, while another used her bathroom as a cigarette lounge. FMCS recorded its director as being on a years-long business trip to D.C. so he could have all of his meals and living expenses covered by taxpayers, simply for showing up to the office. FMCS is a 230-employee agency that exists to serve as a voluntary mediator between unions and businesses. As an “independent agency,” its director nominally reports to the president, but the agency is so small that in effect, there is no oversight at all
Trump Targets Spending on Labor Union Talks in Latest DOGE Move
March 18, 2025 // President Donald Trump’s administration is mandating federal agencies report how much they spent negotiating labor union contracts for the past year, a sign that collective bargaining agreements could be the next target in a government cost-cutting push. An Office of Personnel Management memo sent Monday directs federal agency heads to report the amount spent on the collective bargaining agreement process, including how much they paid their employees involved in the negotiations, fees for engaging in mediation or arbitration and the fair-market-value of the office space used for the talks.

The further changes to the USPS come as reports have swirled for months that the agency could see significant changes, including privatization or dismantling the current system.

March 10, 2025 // Trump on Thursday, though, said while it was “very important that we cut levels down to where they should be,” agencies should use a “scalpel” rather than a “hatchet” for job reductions. A day earlier, the Merit Systems Protection Board ordered the U.S. Department of Agriculture to temporarily reinstate nearly 6,000 probationary employees, while the board considers a challenge to their firing.

Signs included messages such as, “Save the Civil Service, Save the Country” and, “Support the Federal Workforce.” “The skies are crying because what’s happening to our workforce and what’s happening to the missions of our agencies,” said Doreen Greenwald, president of the National Treasury Employees Union. The protest was organized by a coalition of unions, including NTEU, and those who spoke criticized President Donald Trump’s administration’s downsizing of the federal workforce.

March 4, 2025 // Legislation passed by Congress in 1978 grants federal government employees designated paid time during work hours — known as “official time” — to engage in certain union matters related to labor-management activities, such as bargaining contracts, filing grievance proceedings and holding workplace safety trainings. A federal worker, for example, may be allowed to use paid work time to represent an employee who is getting disciplined or fired. Official time is not allocated for union-specific business, such as union drives or elections.
Philly congressman, union leaders, workers protest Trump’s federal layoffs
February 27, 2025 // “As to how we’re doing, the only answer is poorly,” Alex Berman, the executive vice president of the National Treasury Union Chapter 71, which represents Philly-area IRS workers, told NBC10 on Monday. “I have been on my phone constantly talking to the more than 400 people at my chapter alone who were let go under false pretenses. Now we’re looking at, if you don’t do X, you’ll be fired.” Berman referred to an email that was sent to federal workers last week asking them to detail their work. Monday’s rally took place at Independence National Historical Park where two employees were recently laid off, according to a union official.
