    OMB memo requires agencies to track federal employees’ attendance

    May 14, 2025 // The General Services Administration recommends that agencies capture data from employees when they swipe their ID badges at security checkpoints, or use data from their laptops or daily check-ins to approximate how many employees are working in federal buildings. The OMB memo gives agencies until May 19 to start collecting building occupancy data. That data includes a summary of daily occupancy totals for each day of the week and the average occupancy of each building based on a two-week average. OMB expects full implementation by July 4.

    April 15, 2025 // Employees across the department had until April 8 to opt into the program. Widespread layoffs are expected shortly, followed by relocations into new hubs around the country. USDA has implemented a heavy pressure campaign to motivate employees to accept the extended paid leave offer as it seeks to minimize the number of employees it must lay off through reductions in force. Employees received as many as 20 emails from HR, agency leadership and their own supervisors during the week the DRP window was open encouraging them to take advantage of the offer. “We were being peppered like hot wings before grilling,” one employee who received the email barrage said.

    April 3, 2025 // “This executive order, which ruthlessly strips collective bargaining agreements for over 1 million federal workers, is the most recent attack your administration has levied against our merit-based civil service in the effort to cut the workforce and replace them with political cronies,” they wrote. “While the CSRA does give the president the authority to limit collective bargaining agreements due to national security concerns, the executive order’s direction to terminate mass swaths of federal employee collective bargaining agreements is clearly intended to broadly dismantle the CSRA, which is specifically designed to grant federal employees the right to collective bargaining as a means to resolve workplace issues while maintaining the smooth functioning of government operations.”

    March 31, 2025 // The practice of “official time” is when unionized federal employees perform union-related activities, rather than their actual public service duties, while being paid by taxpayers. The Federal Unions EO requires that agencies, upon termination of an applicable collective bargaining agreement, reassign any workers who performed “official time” to positions where they perform solely agency business. It also contains language regarding existing grievance proceedings and allows for the head of each agency to submit a report to the President within 30 days highlighting any agency subdivisions that were not covered but should have been covered under the Federal Unions EO.

In the year after agencies began implementing these recommendations, the number of federal employees who are dues paying members of a union increased by 20%. “We are fighting to protect the sacred right to organize.     White House touts ‘significant results’ of task force after 80,000 feds opt to join a union

    March 21, 2023 // Federal unions saw a roughly 20% increase in bargaining unit membership governmentwide, with close to 80,000 feds joining a union between September 2021 and September 2022, according to a March 17 update from the White House Task Force on Worker Organizing and Empowerment. The Biden administration credited the “significant results” to the work of the task force, a group that President Joe Biden created through an April 2021 executive order seeking to strengthen collective bargaining rights for federal employees. Following the initial executive order, the task force, led by Vice President Kamala Harris, laid out 70 recommendations to improve labor-management relations for the federal workforce. Similar to the first priority of the President’s Management Agenda (PMA), the task force said it aims to position the federal government as a model employer, including through worker empowerment.
