August 19, 2025 // Due to the change, the USDA no longer recognizes the National Association of Agriculture Employees and refuses to honor the terms of an existing collective bargaining agreement between the union and the federal government, according to the complaint. These actions exceed the government’s authority and violate the free speech and equal protection rights of APHIS plant inspectors, according to the complaint. The lawsuit has asked a federal judge to declare that the exclusion of APHIS inspectors from union representation was unlawful and to order the USDA to recognize the National Association of Agriculture Employees and abide by the collective bargaining deal
USDA moves to end employee union contracts, documents show
August 17, 2025 // The U.S. Department of Agriculture moved to terminate union contracts with thousands of employees of its animal health and food safety inspection agencies, according to documents seen by Reuters, as one union on Wednesday challenged the firings in court. The notices sent to union leaders at the Animal and Plant Health Inspection Service and Food Safety and Inspection Service on Tuesday evening said the action was aligned with President Donald Trump's March executive order to exclude some federal workers from collective bargaining because their agencies have national security missions, the documents show.
US Supreme Court clears way for Trump to remove two Democratic members of labor boards for now
April 10, 2025 // Trump's efforts to remove Harris have threatened to leave the board without a two-seat quorum - making it unable to decide cases - after the term of Democratic member Raymond Limon expired on February 28. In ruling in favor of Harris, Contreras said the statutory protections for board members from being removed without cause conform with the Constitution in light of a 1935 Supreme Court precedent in a case called Humphrey's Executor v. United States. In that case, the court ruled that a president lacks unfettered power to remove commissioners of the U.S. Federal Trade Commission, faulting then-President Franklin Roosevelt's firing of an FTC commissioner for policy differences.
Trump administration ends union dues collection for most feds without notice
April 10, 2025 // An official at another federal employee union familiar with the matter told Government Executive that local unions at agencies serviced by the Interior Department’s Interior Business Center and the Agriculture Department’s National Finance Center, both of which provide payroll services to large swathes of the federal government, took similar action this week, all without notifying the unions or customer agencies. And, in at least one case, the National Finance Center deducted union dues from employees’ paychecks and then failed to pass that money along to the union, requiring them to then refund those dues back to the employees. None of the three payroll providers responded immediately to a request for comment Wednesday. The cancellation comes amid news, first reported in The New York Times, that operatives from Elon Musk’s so-called Department of Governmental Efficiency had gained access to the Interior Department’s Federal Personnel and Payroll System, which underpins the IBC’s work.

April 2, 2025 // The initiative bears many of the hallmarks of Musk’s “Fork in the Road” offer in January, which allowed federal workers to leave their jobs in February but continue being paid through September. This time the offers are being made agency-by-agency as part of each department’s mandate to reduce the size of its workforce. Deadlines and rules for eligibility differ by department.

March 31, 2025 // The practice of “official time” is when unionized federal employees perform union-related activities, rather than their actual public service duties, while being paid by taxpayers. The Federal Unions EO requires that agencies, upon termination of an applicable collective bargaining agreement, reassign any workers who performed “official time” to positions where they perform solely agency business. It also contains language regarding existing grievance proceedings and allows for the head of each agency to submit a report to the President within 30 days highlighting any agency subdivisions that were not covered but should have been covered under the Federal Unions EO.
US Labor Department reinstates more than 100 workers targeted in Trump job cuts, union says
March 10, 2025 // Trump on Thursday, though, said while it was “very important that we cut levels down to where they should be,” agencies should use a “scalpel” rather than a “hatchet” for job reductions. A day earlier, the Merit Systems Protection Board ordered the U.S. Department of Agriculture to temporarily reinstate nearly 6,000 probationary employees, while the board considers a challenge to their firing.

February 27, 2025 // A coalition of unions and groups that have been fighting the Trump administration's mass layoffs of probationary workers charge the effort was unlawful. They amended their lawsuit against the U.S. Office of Personnel Management over the weekend to add a claim involving the OPM email directing workers to justify their workweek.
Federal employees confused, angered by Trump’s offer to quit
February 3, 2025 // “I’ve got my whole entire life invested in the federal government,” said the staffer, who also spent time in the military. “I’m not going to throw everything away.” Across the United States, multiple federal workers who spoke with CNN said they weren’t willing to sacrifice benefits beyond their salaries – including health and retirement benefits and student loan forgiveness – not to mention careers. They requested their names not be used for fear of retaliation.
