    May 7, 2025 // According to former Department of Labor official Vincent Vernuccio, who is now president of the labor nonprofit Institute for the American Worker, OPM may amend the rule or issue it as it’s proposed, which could happen within the next few weeks or months. “So, you’re talking about 50,000 federal employees—about 2% of the workforce who will become ‘at will’,” Mr. Vernuccio said. “These are still career employees,” he said. “They still have protections. They’re not changing that. It’s just that if they are in a policy-influencing position, they’re ‘at will’, and they can be removed if they’re throwing sand in gears of policy.” He added, “And if they simply don’t want to do their jobs and they don’t want to implement the policies that the people’s duly elected representatives have implemented, they can be removed.”

    May 5, 2025 // Kelley said the order has already taken a “very direct hit” on the group’s finances because agencies stopped collecting union dues from paychecks. Saying it had lost over half of its dues revenue and faced a major budget shortfall, AFGE’s National Executive Council last month approved a plan to slash its staffing levels from 355 to 151. The union has offered early retirements and buyouts to some staff, and employees are anticipating layoffs in the coming days.

    Court Rules Trump Move Ending Federal Worker Union Contracts Is ‘Unlawful’

    April 27, 2025 // While preliminary, the injunction is significant because it could help to maintain worker protections enshrined in the contracts and enable covered workers to file grievances via processes laid out in them. Most of the nation’s more than two million federal employees are represented by unions. The ruling could also lead to the restoration of dues collection from members, which the NTEU says bring in $25 million annually. That is because follow-up guidance on Trump’s original executive order from the Office of Personnel Management stated that agency resources “should not be expended to facilitate payment of union dues.” Labor groups have filed dozens of legal challenges to Trump’s executive orders, which have led to pauses in firings of some federal workers who lost their jobs as part of the administration’s efforts to reduce government bloat.

    April 27, 2025 // On April 23, 2025, OPM proposed a new rule to improve accountability for federal career employees, especially those in policy roles. The rule implements President Trump’s Executive Order 14171, which he signed on his first day in office. Executive Order 14171 explicitly directed OPM to render civil service regulations implemented during the Biden administration inoperative, citing the President’s authority to manage the executive branch. Among other things, the rule would create a new job category called Schedule Policy/Career in the excepted service for policy-influencing positions, making them at-will employees and, therefore, meaningfully accountable for their performance and conduct.

    April 22, 2025 // But the same notice, without explanation, exempts eight small labor groups within the VA from Trump’s edict, effectively allowing them to retain their collective bargaining rights. Those unions include the Laborers International Union of North America, the Western Federation of Nurses and Health Professionals, the Veterans Affairs Staff Nurse Council Local 5032 in Wisconsin, the International Association of Firefighters in Arkansas, the Teamsters Union Local 115 in Pennsylvania and the International Association of Machinists and Aerospace Workers in Hawaii. While Trump’s order exempts law enforcement and firefighter unions from losing their collective bargaining rights, that exception would apply only to the IAFF local.

    Federal employee alleges DOGE activity resulted in data breach at labor board

    April 16, 2025 // The specialist, Daniel Berulis, made the allegations in a sworn declaration submitted to members of Congress and to a federal whistleblower office, asking them to investigate what he called a cybsersecurity breach. His lawyer said that Berulis had also been targeted with a threatening note and photographs showing him near where he lives. The declaration was first reported by NPR, and NBC News has not independently verified the allegations.

    Trump administration ends union dues collection for most feds without notice

    April 10, 2025 // An official at another federal employee union familiar with the matter told Government Executive that local unions at agencies serviced by the Interior Department’s Interior Business Center and the Agriculture Department’s National Finance Center, both of which provide payroll services to large swathes of the federal government, took similar action this week, all without notifying the unions or customer agencies. And, in at least one case, the National Finance Center deducted union dues from employees’ paychecks and then failed to pass that money along to the union, requiring them to then refund those dues back to the employees. None of the three payroll providers responded immediately to a request for comment Wednesday. The cancellation comes amid news, first reported in The New York Times, that operatives from Elon Musk’s so-called Department of Governmental Efficiency had gained access to the Interior Department’s Federal Personnel and Payroll System, which underpins the IBC’s work.

    Bill Prohibiting Union Time on Taxpayers’ Dime Would Extend Trump EO to Entire Federal Workforce

    April 10, 2025 // With the average federal employee receiving almost $163,000 in total compensation (including $106,400 in pay and $56,600 in benefits), the time federal employees spend working for their union can add up quickly. The House Committee on Oversight and Accountability discovered that 1,030 Social Security Administration employees spent a total of 242,237 hours on official time in fiscal year 2023. This cost taxpayers $15.1 million, including $1.43 million to pay 14 employees who spent 100% of their time working for their union. Meanwhile, senior citizens across the country were struggling to get in touch with Social Security Administration employees and unable to get in-person appointments at their local Social Security Administration offices.
