Backgrounder: Trump Civil Service Reform Proposed Rule
April 27, 2025 // On April 23, 2025, OPM proposed a new rule to improve accountability for federal career employees, especially those in policy roles. The rule implements President Trump’s Executive Order 14171, which he signed on his first day in office. Executive Order 14171 explicitly directed OPM to render civil service regulations implemented during the Biden administration inoperative, citing the President’s authority to manage the executive branch. Among other things, the rule would create a new job category called Schedule Policy/Career in the excepted service for policy-influencing positions, making them at-will employees and, therefore, meaningfully accountable for their performance and conduct.
House Panel Approves Bills Favorable to Management, Restrictive of Unions
March 27, 2025 // The House Oversight and Government Reform Committee has passed a bill (HR-2249) to allow an incoming President to disavow any existing collective bargaining agreements with unions representing federal employees. This bill would also make unenforceable a contract provision that the President consider or an agency considers in conflict with a newly issued executive order or presidential memorandum, or agency guidance to carry one out.

Momentum for Open Bargaining Grows in the Letter Carriers
April 15, 2024 // So far 23 NALC branches and one NALC state association have passed an open bargaining resolution first put forward by NALC Branch 9 in Minneapolis. In many more branches, members are discussing the resolution and plan to bring it forward in the weeks to come. The resolution calls for NALC leaders to articulate clear demands up front, and to give regular updates about the progress of bargaining. Currently members are kept completely in the dark. It also calls for the NALC to mobilize the membership through nationally coordinated rallies, like the contract rally held by Branch 9 in Minneapolis last spring, that would bring together the membership, the broader labor movement, and the public in support.

Amazon Takes On the National Labor Relations Board
April 27, 2022 // In the 25 official objections Amazon filed with the board, the company argues that the NLRB’s “interference and mismanagement” prevented “a free and fair election” at its Staten Island facility. Among other things, Amazon alleges that the board arbitrarily excluded some workers from the bargaining unit in which the union had to show 30% support to hold a vote. The company also alleges the NLRB let union representatives distribute marijuana to workers in exchange for votes and intimidate workers opposed to collective bargaining. (The union’s lawyer told the Associated Press that the intimidation allegation is “patently absurd” and handing out marijuana “is no different from distributing free T-shirts and it certainly did not act to interfere with the election.”)
