Union and Troubled Home Care Company Maintained Close Partnership, Records Show
July 21, 2026 // Home health aides the company employs have decried missed paychecks, glitchy software, and hours-long waits on the phone, among other issues. Last month, PPL agreed to a $162 million settlement to resolve claims of wage theft, and the US Department of Justice sued the company, alleging Medicaid fraud. The powerful health care union 1199SEIU is currently seeking to unionize PPL’s roughly 200,000 workers, who care for disabled and elderly New Yorkers. But 1199 has also been working closely with the PPL for years, according to internal records obtained by New York Focus.
A Union for Home Care Workers? Many Are Wary.

If it’s successful, 1199 — already one of New York’s political kingmakers — will become even more powerful. Its membership and dues revenue will balloon, enabling more organizing and lobbying.
1199SEIU begins organizing after consumer directed home care overhaul
March 4, 2026 // This month, 1199SEIU sent letters about the effort to aides in the state’s Consumer Directed Personal Assistance Program, an $11 billion Medicaid program that allows disabled and elderly residents to hire and manage their own home care. The letter informs workers of a September agreement between 1199SEIU and the administrator, Georgia-based Public Partnerships, creating a process through which they can vote to join a union. The effort could add more than 250,000 members to the powerful union’s rolls, growing its already large base by as much as 55% and amplifying its influence in the city and state. The notice comes after Hochul’s controversial overhaul of the program, which centralized its administration and opened the door for organizing a new sector of labor.

Mock was never interviewed in the creation of the report, and did not know it existed until it was delivered in the meeting. Mock is a black woman. Fain coordinated with two other black women on the executive board, regional directors Laura Dickerson and LaShawn English, to strip Mock of much of her authority in the organization. Dickerson made the motion and English seconded it. The exact wording of the motion was scripted by Fain’s aides, text messages uncovered by the monitor revealed, and Dickerson said she had agreed to make the motion before the report was even finalized.
BUFFALO: Nursing home workers begin strike at 5 facilities
May 21, 2025 // Late Monday night, 1199SEIU announced that it had reached two three-year agreements for nursing home workers at Comprehensive Rehabilitation and Nursing Center at Williamsville and Schofield Residence in Tonawanda. The union also withdrew strike notices at four more facilities: Newfane Rehabilitation and Health Center, Buffalo Center for Rehabilitation and Nursing, Ellicott Center for Rehabilitation and Nursing, and The Grand at Delaware Park. Among the remaining facilities set to strike, several are owned by The McGuire Group, which released a statement assuring residents and families that care would continue uninterrupted.

In his conclusion, Doyle also certified 1199SEIU Health Care as the bargaining representative for all full-time, regular part-time, per diem non-professional employees, and physicians at Crystal Run. That includes employees at Crystal Run locations in Middletown, Monroe, Newburgh, Rock Hill, Goshen, Warwick and West Nyack.

March 25, 2025 // Hochul handpicked Public Partnerships LLC as a new middleman to consolidate payroll services from hundreds of firms, a move supported by an influential health care union that could gain thousands of new members through unionizing aides under the program. But a whistleblower said PPL has been inundated with phone calls and struggling to meet the demand to try to hit the deadline. “It’s unimaginable. We’ve gone from the frying pan to the fire,” the PPL employee said. Hundreds of callers are on hold by 8 a.m. when workers sign on for the day, and hundreds are still waiting on hold by the end of the business day, the worker said — meaning consumers and caregivers have to call back and try again the next day.
