March 29, 2026 // Virginia used to prohibit collective bargaining for state and local employees. In 2021, Democrats changed the law to allow local governments to engage in collective bargaining. Fewer than 20 jurisdictions have chosen to do so, and it hasn’t gone well where it’s been tried. That’s why unions made this bill their top priority during the legislative session. It requires collective bargaining for wages, benefits and working conditions for state and local government employees.

February 23, 2026 // Local government employs more union workers than any other industry, by a lot. State government is the next largest employer. The category education and health services comes next, and even though it’s counted as a private industry, most of those jobs are closely connected to government programs. The federal government has more union members than the entire manufacturing sector.

February 13, 2026 // “This new bill wants to mandate collective bargaining and mandate what's called binding arbitration, which forces districts to pay a salary based on some unelected person who's an arbitrator who tells us what we have to do,” said School Board Chairman Babur Lateef. “And we don't agree with that. We don't believe that should be done for any school division in the state or any locality. We believe local governments should have the right to choose whether they want to collectively bargain or not, and it shouldn't be mandated. The current bill, as it stands, doesn't fund the mandate, so the state wants to mandate it, but they don't want to pay for it. If this bill passes, it will be the single largest tax increase in Virginia history, because all of the responsibility for these payments and salaries will be on the localities, local taxpayers, property taxes, and everyone in communities, and it will bankrupt local governments and bankrupt school divisions.”

June 9, 2025 // The ideal outcome for Virginia would be to repeal the Democrats’ 2020 law and return Virginia to being one of the few states that outright prohibit collective bargaining in the public sector. North and South Carolina have for decades, and Utah joined them with a new law signed by Governor Spencer Cox (R.) this year. But with Democrats currently in control of the Virginia General Assembly, a repeal effort would go nowhere. In the meantime, the proposed regulations are needed to make sure local government unions are following the law. Virginia is a right-to-work state with many strong protections for employees in unionized workplaces. Public employees deserve those protections just as much as private employees do.
New report puts Act 10 savings at nearly $36B

June 19, 2024 // It was the latest salvo in a big-money lobbying fight between labor unions and local governments over the hiring of private contractors that perform services for the state’s 4,800 counties, cities, special districts and schools. Local governments rely on contractors to perform a wide range of services paid with taxpayer funds. Contractors run animal shelters and after-school programs. They provide health care in local jails as well as homeless, legal aid and immigration services. Contractors cut fire breaks around rural communities, perform engineering services for public works projects, build affordable housing and fix government computer systems.
