    June 19, 2024 // Clean energy projects that meet the requirements of these final rules will receive a fivefold increase for clean energy tax credits for deployment of wind, solar, nuclear, hydrogen, and other clean energy technologies, as well as for projects receiving allocations under the Section 48C Advanced Energy Projects credit., providing a significant incentive for project developers to pay prevailing wages to workers for construction, alteration, and repair of clean energy projects and to hire registered apprentices to earn while they learn by working on those projects. Secretary of the Treasury Janet Yellen and Acting Secretary of Labor Julie Su also published a blog highlighting the use of Project Labor Agreements as a best practice for large construction projects and a tool to help project developers comply with the prevailing wage and apprenticeship requirements. Project Labor Agreements, or pre-hire collective bargaining agreements that set the terms and conditions for employment on a construction project, help workers and developers alike by providing strong worker and wage protections while ensuring a reliable supply of skilled workers to help deliver projects on time and on budget.

    March 27, 2024 // “To bring together this front row here of just, I’m sorry, bad asses,” said Slotkin to laughter from the crowd. “I have to say the beauty of being a legislator is when you get to see the stuff that you vote on, actually matter in your own district, in your own state.” The stuff to which Slotkin was referring was the $5 million investment by the Department of Energy for the Battery Workforce Initiative that will, according to a release, “support up to five pilot training programs in energy and automotive communities and advance workforce partnerships between industry and labor for the domestic lithium battery supply chain.” While the $5 million is just a small fraction of the $1.2 bipartisan infrastructure bill signed by Biden in 2021, Whitmer said it was a key piece of the strategy to keep the U.S., as well as Michigan, at the forefront of electric vehicle manufacturing.

    February 8, 2024 // Neutrality agreements are hardly the only trick up the UAW’s sleeve. Unions frequently pressure employers to adopt card check as the preferred method for determining employee preferences regarding union representation, as opposed to a secret ballot election. In this process, workers are compelled to publicly declare their stance on unionization by either signing or refraining from signing “authorization” cards. Undue pressure, threats, and intimidation often result. Despite the reluctance of most employers to yield to union demands for card check, certain unions, including the UAW in Washington, DC, are advocating for new legislation mandating employers to accept card check. Moreover, the National Labor Relations Board (NLRB) recently issued a decision that could potentially eliminate elections in favor of authorization cards in a broader range of circumstances.

    February 6, 2024 // This means entrepreneurs will lose the ability to open their franchise stores like a McDonald’s or Meineke auto shop. It also means many small mom-and-pop businesses like plumbing, baking, accounting and cleaning can’t perform mutually beneficial services for other businesses without being slammed by costly new regulations, legal threats and even targeted unionization efforts — not to mention the loss of their American Dream to have an independent business in the first place. In other words, more than 750,000 franchises and even more small businesses serving as contractors and vendors are now under threat, as are tens of millions of workers. The similar 2015 Browning-Ferris joint employer rule was estimated to increase costs by more than $33 billion and lead to 376,000 lost jobs for franchises, meaning the new rule in 2024 will be even more costly. Next, on January 10, the Labor Department published a final independent contractor rule that modifies the subfactors used in Labor’s “economic realities” test to create as many roadblocks toward independent contractor careers as Labor can without legislation.

    Commentary: Biden Administration’s New Investments in Electric Vehicle and Battery Production Could Benefit Black Americans

    February 2, 2024 // While some have suggested that transitioning to EVs would necessitate lower pay and standards for auto workers, the UAW’s gains to the contrary show how the Biden administration’s clean energy plan is actually increasing the leverage of U.S. autoworkers and helping them retain or regain a foothold in America’s middle class. These new investments and labor protections demonstrate significant progress for American workers and the auto industry relative to 2017 through 2020, which saw multiple U.S.-based auto plants close. What’s more, in U.S. history, 2023 marked the lowest annual unemployment rate for Black Americans. The strong labor market in Black communities makes it all the more crucial for automakers to invest in skills training, outreach, and their workforces in order to find and retain the requisite talent to fill the tens of thousands of new jobs created by these investments. If they do so, and efforts by the far-right to water down or repeal the Inflation Reduction Act are defeated, there is ample reason for optimism that ballooning investments in EV and battery production in Black communities will help sustain the strong labor market for Black Americans in the months and years ahead.

    California dockworkers have a new target in their fight against automation

    February 2, 2024 // Although automated port technology has existed for decades and is already employed at three terminals in Los Angeles and Long Beach, the vast majority of dock operations are still conducted using human-operated equipment. Union workers and the shipping industry say that could change if the ports are forced to adopt electric equipment. “This rule, aimed at meeting environmental standards, has raised worries about the potential increase in automation at the ports,” said Gary Herrera, president of ILWU Local 13, in a statement. “While it is important to prioritize environmental sustainability, it is equally important to consider the impact of these measures on the local workforce and community as it pertains to jobs in the community and region.”

    UAW, Fain endorse Biden, say Trump ‘stands against everything we stand for’

    January 24, 2024 // The United Auto Workers union's leader endorsed U.S. President Joe Biden's reelection bid on Wednesday with a fiery speech in Washington that was also harshly critical of Republican former President Donald Trump. In a full-throated endorsement of the Democratic incumbent, UAW President Shawn Fain cited Biden's pro-union record and his decision to become the first president to join a union picket line this summer during a successful autoworkers strike for higher pay. "Instead of talking trash about our union, Joe Biden stood with us," Fain said. Fain and Biden previously had sharp differences over electric vehicle policy, and the endorsement could be a strong boost to Biden in Michigan and other manufacturing states.

But that may not matter as much as you might think to the UAW. Believe it or not, only about 150,000 of the UAW’s 400,000 or so members actually work for Detroit automakers. The union has branched out into other areas, such as education, and those areas are growing… So fewer auto workers will hurt the union but not kill it.”
