Micone was serving as deputy assistant secretary for operations in DOL’s Office of the Assistant Secretary for Administration and Management, which primarily handles the back-end needs of the agency such as IT support.

December 26, 2023 // “We are going to be very clear — Julie Su will be renominated (as) Secretary of Labor in the new year. That is something that we are committed to,” said White House spokeswoman Karine Jean-Pierre. Sen. Bill Cassidy, top Republican on the committee that would first have to approve the nomination, remained opposed to Su as secretary. Democrats have a committee majority, and control 51 Senate votes, but have been unable to get enough votes to formally confirm Su. Cassidy, R-La., said in a statement last week that “We need a qualified Secretary of Labor who can impartially enforce the law, properly manage a department, and refrain from partisan activism. Ms. Su failed to show her ability to do any of those three thing “It is clear Ms. Su lacks the necessary votes for confirmation. I urge President Biden to put forward a nominee who is committed to fair enforcement of our nation’s labor laws and is capable of being confirmed in the Senate.”

They described Biden’s team as currently being in an information-gathering mode about the union’s new leadership — a stark contrast from the close relationship it had enjoyed with former UAW president Ray Curry. Other Democrats said the White House was clearly aware of Fain’s criticism of how the Biden administration had doled out federal funds. But privately, some people in Biden’s orbit have continued to express worries that there’s distance between his agenda and a major union representing voters in a state key to his reelection. Biden’s senior staff has told allies “that the rhetoric from the new UAW leadership is concerning, this is a problem, and we’ve got to figure this out together,” according to a person familiar with the administration’s thinking.
Union Gets Big Pay Raise at Inefficient West Coast Ports
June 21, 2023 // The disruption tactics the ILWU has been using over the past few months to gain leverage in negotiations appear to have hurt its own members this year, with paid work hours down 25 percent through April 14 compared to the same period last year. That’s partly due to shippers choosing other ports and partly due to dockworkers working less on union orders. Common work actions include assigning fewer workers and slowing down the pace of work. The JOC said that cranes at the port of Seattle–Tacoma went from 25 container moves per hour to fewer than ten. As Peter Tirschwell argued on June 6 in the Wall Street Journal, by delaying negotiations for as long as it did, the ILWU might have missed an opportunity for a bigger pay raise. Ocean carriers earned extraordinary profits due to soaring container rates in 2021 and 2022, but those rates came back down to Earth at the end of last year and are largely back to normal now. And the constant uncertainty every time a West Coast contract expires contrasts with the relative ease with which the International Longshoremen’s Association, which represents East Coast dockworkers, has come to contract agreements for decades. The delay-and-prolong approach of the ILWU helps encourage shippers to go elsewhere, leaving less demand for longshore labor on the West Coast.

June 16, 2023 // West Coast port management and the labor union representing port workers reached a tentative deal late on Wednesday after the intervention of California labor market pro and Biden acting Labor Secretary Julie Su in the negotiations in San Francisco, but it could be months before the full union votes to approve the deal. The tentative agreement was a welcome development after weeks of escalating tensions between workers and port management, resulting in delays in vessel servicing, congestion at ports, in containers and out to trucking, as well as some port shutdowns. But the proposed labor deal is a far way from being fully approved, according to the International Longshore & Warehouse Union. While the union statement on the deal was positive, it laid out a process that still has several steps to go before the deal moves ahead.

June 1, 2023 // The National Education Association, one of the largest unions in the nation, began placing ads in states with senators who have yet to commit to voting for Su if – and when – her nomination comes before the full Senate. Ads like these are running in Alaska (Murkowski, R), Arizona (Kelly, D, and Sinema I-ish), West Virginia (Manchin, D). None – along with Angus King (I) of Maine and John Tester (D) of Montana – have said for sure they will vote Su for sure. The NEA came out in favor of Su even before she was nominated, and unusual thing to do for the union, a union that – like its counterpart the AFT led by the egregious Randi Weingarten – pushed strongly to keep schools closed across the country during the pandemic.
