American labor laws should preserve the freedom, dignity, and opportunity that make American work exceptional.
ATA Endorses Modern Worker Empowerment Act

The Modern Worker Empowerment Act, introduced by Rep. Kevin Kiley (R-Calif.) in February, would establish a comprehensive test for arriving at a worker classification. “If enacted,” Mehrens explained, “this bill would codify the common-sense framework from the first Trump term to determine whether an individual is an independent contractor or an employee.”
My Congressional Testimony: Flexible Benefits for a Flexible Workforce

Independent contractors lives would be enhanced if they had access to benefits. 2. States are experimenting with various portable benefits models so that workers care not forced to choose between structured employment with benefits or flexible work without benefits. 3. Federal policy can provide a safe harbor for state and local experimentation with these portable benefits systems.

I am delighted that lawmakers are focusing on legislation that will help to protect public employees like me from union officials’ abuse of power. These bills would help hold unions accountable to their members and ensure our First Amendment rights are upheld.
