But in an era when fewer than 6 percent of private-industry workers are unionized, O’Brien does not. For that reason, organized labor comfortably lives in the house of the political left — no matter what rhetorical blandishments union bosses like O’Brien contribute in Republican Party meetings, no matter what chump change union PACs give Republicans like Hawley who abandon the party’s traditional labor policies, and no matter what union members like the majority-pro-Trump Teamsters might want their dues to do.

March 17, 2025 // Hawley, who opposes right-to-work laws, may be inadvertently laying the groundwork for a national version of that same policy, protecting private-sector workers across America from getting fired for not paying union fees. Hawley’s Faster Labor Contracts Act—which the Teamsters union has already endorsed—is billed as a means of stopping employers from delaying negotiations with labor unions. Under current law, businesses and unions are required to negotiate in good faith, and there’s no deadline for an agreement because workers and job creators need time to reach the best deal.
BACKGROUNDER: Senator Hawley’s PRO Act Lite
March 14, 2025 // Senator Josh Hawley’s proposed “framework” for reforming America’s private-sector labor law is, in reality, a repackaged and slimmed down version of the radical left’s Protecting the Right to Organize (“PRO”) Act and Warehouse Worker Protection Act (“WWPA”). Instead of proposing meaningful reforms to protect the American Worker—by leveling the playing field between unions and business—it does the opposite at every turn. This “Pro Act Lite” may be a slimmed down version of Big Labor’s original, but it still packs the same harmful consequences.

March 13, 2025 // “The reintroduction of the PRO Act displays continued disregard for the livelihoods of small business owners, employees and independent contractors,” said Swearingen. “While Congress has long rejected the PRO Act and its provisions, these legislators continue to pursue failed policies and attack business models and fundamental freedoms that have fueled entrepreneurship, job creation and opportunity for the American worker.”
Marshall mum on Senator Hawley’s Pro-Worker framework
March 11, 2025 // According to Vincent Vernuccio, president of the Institute of the American Worker, the Pro-Worker Framework has been largely lifted straight from the PRO Act. “I mean, now I guess the question is, do you refer to most of these provisions as the PRO Act, or do you refer to them as the Pro Act and the Hawley framework?” Vernuccio said in a phone interview. “Because it looks like Senator (Josh) Hawley from Missouri is copying and pasting a bunch of sections into his new framework.” Vernuccio said only one bill related to this has been introduced so far — the “Faster Labor Contracts Act S.844,” which, among other things, deals with government-imposed contracts by binding arbitration — but the Framework has several other provisions indicating that the concepts are copied and pasted directly from the PRO Act.
Teamsters boss Sean O’Brien’s mission to chart a new political path
March 11, 2025 // The Teamsters president may not claim any vindication, but his approach is encouraging some copycats among his counterparts in other major unions. United Auto Workers President Shawn Fain, who spoke at the Democratic National Convention and aggressively campaigned for Democrats up and down the ticket while labeling Trump an anti-union “scab,” has suddenly found a soft spot for the GOP and taken steps to engage with Republican senators.

March 4, 2025 // "Greedy corporations will stop at nothing to keep workers from getting a fair first contract," Teamsters General President Sean O'Brien said in a statement to Axios. "Teamsters are proud to support the Faster Labor Contracts Act—real labor law reform that forces employers to bargain in good faith and holds them accountable when they don't," O'Brien continued.
